Shabana Mahmood will caution about the consequences of disorder at borders, which is undermining public trust in politicians and the government’s credibility. The Home Secretary will advocate for a coordinated international effort to address illegal migration. This initiative coincides with a meeting of European officials to combat criminal networks exploiting the Western Balkans as a key route for human and drug trafficking.
According to the Home Office, nearly 22,000 individuals were trafficked through the region in 2024, enriching criminal organizations at the expense of human suffering and endangering lives. Mahmood is anticipated to convene with ministers from various European countries, including Albania, Austria, Bulgaria, Croatia, Bosnia, Serbia, France, Greece, and Italy.
She will emphasize the public’s expectation for governments to regulate borders effectively, stating that the current situation in many countries, including the UK, falls short of meeting this fundamental requirement. Mahmood highlights the critical need to restore order at borders to maintain trust in political leadership and the integrity of the state.
In a related development, a new law presented in Parliament mandates migrants to achieve English proficiency at an A-level standard to work in the UK. Applicants following specific immigration pathways must demonstrate proficiency in speaking, listening, reading, and writing by taking a Secure English Language Test administered by an approved Home Office provider. These language proficiency results will be integral to their visa application process.
This measure aligns with Labour’s Immigration White Paper objectives to tighten visa regulations, including reducing the post-study work period for international students to 18 months from two years. Effective January 2027, the Immigration Skills Charge for sponsoring skilled foreign workers will increase from £364 to £480 per person annually for small or charitable organizations and from £1,000 to £1,320 for medium and large enterprises. The generated funds from these charges will be reinvested in training the domestic workforce.
