A deceitful contractor, known as a rogue builder, has been sentenced to prison for defrauding multiple families by accepting payment for construction projects that were either barely started or never finished. James Morgan, 39, operated Prestige Home Improvement (East Anglia) Limited and was reported to Norfolk County Council’s Trading Standards Team by numerous dissatisfied clients.
Court proceedings revealed that Morgan had agreed to undertake building, landscaping, and home improvement jobs for ten customers in Norfolk between 2021 and 2024. However, he failed to fulfill most of the contracted work. On November 4, Morgan was sentenced to four years and four months in jail at Norwich Crown Court after pleading guilty to ten counts of theft totaling over £200,000. Additionally, he received a ten-year ban from serving as a company director and a criminal behavior order for an indefinite period.
Following the sentencing, Trading Standards initiated confiscation proceedings to recover funds for the victims and cover the council’s investigation expenses. Among those affected were a couple in Dereham who lost nearly £180,000 on an uncompleted residential extension. Another individual in Dereham paid £12,200 for a conservatory installation that never transpired, while a resident in Diss handed over £7,250 for a similar project that was never completed.
Katy Gould, from Long Stratton, paid £5,051 for home improvements that were never carried out. She recounted an unsettling experience where Morgan continuously demanded more money, even after the initial payment. Despite reassurances, the work never commenced, leading Gould to realize she had been deceived. She stopped further payments, prompting aggressive behavior from Morgan, including threats and intimidation.
Gould, a single parent with a child needing special care, intended to create an outdoor space for her daughter. However, more than three years later, the project remains unfinished, and she has not received a refund. Recorder Ruth Brander, during the sentencing, criticized Morgan for deceitfully presenting himself as a skilled builder and highlighted the prolonged pattern of fraudulent activities causing substantial distress to the victims. Recorder Brander emphasized the deliberate planning that went into Morgan’s actions, resulting in significant suffering for those affected.
