Millions of households are set to benefit from two new types of support payments aimed at easing the cost of living. The upcoming Crisis and Resilience Fund, scheduled to launch in April 2026, will offer assistance to struggling households through cash payments, rent aid, food vouchers, and other forms of support. This initiative will replace the expiring Household Support Fund by March 2026.
Under the new Crisis and Resilience Fund, two distinct payments will be available. The Crisis Payment, tailored for individuals facing crises, will grant councils the authority to determine specific eligibility conditions. This could potentially lead to disparities in the support available based on location, similar to the current Household Support Fund setup.
Recent guidelines from the Department for Work and Pensions (DWP) emphasize that the Crisis Payment should not be limited to benefit recipients only. Councils are encouraged to prioritize individuals encountering sudden financial challenges, unexpected expenses, income reductions, or those on the brink of financial instability.
Crisis Payment schemes are advised to prioritize cash-based assistance, including physical currency, bank transfers, and vouchers, primarily through application processes. Councils may also consider offering essential items like appliances or food vouchers for parents of children eligible for free school meals during the summer.
Additionally, the fund will introduce a new Housing Payment to replace the existing Discretionary Housing Payment, aimed at assisting with rental-related expenses such as advance rent, deposits, and relocation costs. Eligibility for this payment requires receiving Housing Benefit or Universal Credit with housing cost contributions.
The government’s commitment to addressing poverty and ensuring greater stability and opportunities for families is highlighted through the £1 billion Crisis and Resilience Fund. This multi-year initiative aims to prevent households from falling into crisis by empowering local authorities to provide emergency financial aid.
