“New Council Tax Bands Target Wealthy Homeowners”

Rachel Reeves is reportedly contemplating introducing new higher council tax bands to target owners of expensive properties. The Chancellor is aiming to address financial gaps by focusing on affluent homeowners in the upcoming Budget. While no final decisions have been made, Reeves has hinted at increasing taxes on the wealthy as part of the Budget plans for November 26.

Discussions are ongoing about implementing higher taxation on upscale residences, with a focus on ensuring equitable contributions from all sectors. Alternative suggestions include a potential levy on property values or imposing capital gains tax on the sale of luxury homes, although these options are considered less likely.

Reeves is anticipated to propose a “mansion tax” that would apply capital gains tax to the sale of the most costly homes. The current council tax system in England assigns properties to specific bands, ranging from band A for lower-value properties to band H for higher-value ones.

The concept of introducing new council tax bands for England’s most luxurious properties was initially explored by former Conservative Chancellor George Osborne in 2012. Ruth Curtice from the Resolution Foundation think-tank mentioned the possibility of a more robust council tax for high-value properties as a means to tax wealth and encourage greater contributions from the affluent.

By enhancing property taxation, it may not completely resolve the existing issues, but it could lead to wealthier individuals contributing more towards local government funds.
