U.S. CIA Director John Ratcliffe engaged with Russian intelligence officials during a trip to Moscow, as per the Kremlin’s announcement on Wednesday. However, he did not have a meeting with President Vladimir Putin. President Donald Trump characterized the visit as “semi-routine.”
According to Kremlin spokesperson Dmitry Peskov, President Putin was briefed on the outcome of the visit, which occurred amidst the ongoing conflict in Ukraine and the stalemate in U.S.-Iran peace negotiations. Peskov refrained from disclosing the specific topics discussed or providing further elaboration.
Peskov mentioned, “Communication was established through security services. I can confirm that there were no direct encounters with the Russian president. President Putin remains promptly informed about all developments.”
Although Trump did not specify the purpose of Ratcliffe’s Moscow trip during a radio interview on Wednesday, he expressed optimism about its potential outcomes. Trump remarked, “There could be positive outcomes from the visit. We are diligently working towards resolving the conflict in Ukraine.”
The last recorded visit of a U.S. CIA director to Moscow was when Ratcliffe’s predecessor, William Burns, held meetings with Putin in November 2021, just before the onset of the full-scale conflict in Ukraine. Peskov highlighted that interactions between the intelligence agencies of both countries were beneficial, even during challenging diplomatic times.
He stated, “Such exchanges persist even in the toughest phases of bilateral relations. Our president has acknowledged this. It is premature to assess the extent to which these interactions will contribute to alleviating the deep crisis in our current bilateral relations.”
