An NHS Midlands executive, Paul Lipscombe, aged 51, has been sentenced to over 28 years in prison by Leicester Crown Court for committing various offenses, including rape and sexual abuse of multiple children. Lipscombe pleaded guilty to 34 charges, involving rape, sexual assaults, and indecent images. Among his crimes was the rape of a 12-year-old girl, with other victims aged 14 and 15, whom he connected with through Snapchat.
Described as an “IT expert” from Rothley, Leicestershire, Lipscombe confessed to creating and distributing indecent images of children, including the most explicit “category A” images featuring the 12-year-old he assaulted. Additionally, he generated AI-based child abuse images from one of his victims, resulting in substantial financial gain.
Following his arrest, police discovered over 17,000 child abuse images on Lipscombe’s devices. Moreover, investigations revealed his involvement in advising another pedophile on targeting underage girls and videos depicting disturbing acts with a young girl.
During sentencing, Judge Keith Raynor condemned Lipscombe as a manipulative offender whose actions proved his dangerous nature. Lipscombe, in a probation interview, shockingly blamed his victims for being promiscuous, showcasing his lack of remorse.
Despite his lack of prior convictions, Lipscombe will serve a minimum of 18 years and two months in prison, with extended monitoring even after release. He is also subject to strict orders restricting his actions post-release and preventing contact with his victims.
Leicestershire Police suspect there may be more victims connected to Lipscombe, urging anyone with information to come forward. Detective Constable Lauren Speight emphasized the importance of addressing online threats and safeguarding children from potential harm.
The case highlighted the dangers posed by online predators, with Superintendent Helen Schofield stressing the significance of parental vigilance and educating children about online risks to ensure their safety.
Lipscombe’s arrest involved a dramatic incident where he falsely claimed to have rescued a missing girl, further revealing his deceptive and manipulative nature. Investigations uncovered evidence of sexual assault, affirming the severity of his crimes.
